INTRODUCTION
This handbook is intended to provide essential information regarding the operations, services, and regulations of the Randolph County Detention Facility. All individuals housed within the facility are required to read this handbook thoroughly and comply with the guidelines, rules, and procedures contained herein.
This handbook serves as a resource to assist detainees in understanding facility expectations, available services, and their responsibilities during confinement. Adherence to these standards is necessary to maintain a safe, secure, and orderly environment for all detainees and staff.
Detainees who have questions or require clarification regarding any portion of this handbook are encouraged to submit an inquiry to facility staff.
The policies and rules contained in this handbook are subject to change at any time with the approval of the Sheriff and/or the Chief Jail Administrator. When practicable, detainees will be notified in advance and in writing of any revisions.
PHILOSOPHY STATEMENT
The Randolph County Detention Facility operates under a philosophy grounded in the principles of community safety, institutional security, and the welfare of both staff and detainees.
The primary function of the facility is to safely and securely house pretrial detainees and county-sentenced individuals. While confinement necessarily involves restrictions and the loss of certain privileges, it is not the intent of this facility to impose punishment beyond that which is inherent to incarceration.
Facility staff are committed to managing each detainee’s period of confinement in a safe, orderly, and productive manner. All operations shall be carried out with professionalism, fairness, consistency, and respect for the dignity of every individual.
PROTECTION OF DETAINEE RIGHTS
Employees of the Randolph County Detention Facility shall recognize, respect, and protect the civil and legal rights of all detainees. Facility operations shall be conducted in a manner that ensures fair, impartial, and equitable treatment of every individual in custody.
Detainees retain all rights not lawfully restricted by reason of incarceration. Staff shall take reasonable and appropriate measures to safeguard these rights at all times.
These rights include, but are not limited to:
Freedom from discrimination based on race, color, religion, sex, national origin, age, disability, genetic information, or political affiliation.
Equal access to facility programs, services, and work assignments in accordance with established policies and eligibility requirements.
Protection from physical abuse, excessive or unnecessary use of force, corporal punishment, personal harassment, sexual abuse, sexual harassment, and intentional destruction of personal property.
Freedom from retaliation, reprisal, or adverse action for filing grievances, reporting misconduct, or seeking administrative or judicial relief.
The right to humane conditions of confinement, including reasonable access to medical care, mental health services, and basic necessities.
