1.0.1 Purpose
The purpose of this policy is to ensure all personnel of the Randolph County Detention Center adhere to established Policy and Procedure Directives and to provide a clear framework for accountability, compliance, and disciplinary action in cases of non-compliance.
1.0.2 Policy
It is the policy of the Randolph County Detention Center that all employees shall fully comply with all established Policy and Procedure Directives.
Any intentional or negligent violation of these directives may result in disciplinary action, up to and including termination of employment.
It is further the policy of the Randolph County Detention Center that any Policy or Procedure Directive may be temporarily suspended during a declared State of Emergency, in accordance with this policy.
1.0.3 Procedures
A. Compliance Requirements
All employees are required to:
Read, understand, and adhere to all Policy and Procedure Directives;
Remain current on all updates, revisions, and amendments;
Perform all duties in accordance with established policies and procedures.
B. Disciplinary Measures
Employees found to have knowingly or negligently violated any Policy or Procedure Directive shall be subject to disciplinary action.
Disciplinary action may include, but is not limited to:
Verbal reprimand;
Written reprimand;
Suspension;
Termination of employment.
The level of discipline imposed shall be determined based on:
The nature and seriousness of the violation;
The frequency or pattern of misconduct;
Findings of any administrative or internal investigation;
Any mitigating or aggravating circumstances.
C. Authority
The Chief Jail Administrator is authorized to administer disciplinary actions on behalf of the Sheriff.
All disciplinary actions shall be carried out in accordance with applicable departmental policies, procedures, and governing regulations.
D. Appeals Process
Employees may submit a written appeal of any disciplinary action to the Sheriff within five (5) business days of receiving notice of the action.
The appeal must clearly state the basis for the request for review.
The Sheriff’s decision on the appeal shall be final.
E. State of Emergency – Suspension of Policies
In the event of a declared State of Emergency, any Policy or Procedure Directive may be temporarily suspended.
Authority to suspend policies rests solely with the Sheriff of Randolph County, the Chief Deputy, or the Chief Jail Administrator.
Any suspension shall:
Be formally documented;
Be maintained on permanent file in the office of the Chief Jail Administrator;
Apply only for the duration of the declared emergency.
All suspended directives shall automatically be reinstated upon official declaration by the Sheriff, Chief Deputy, or Chief Jail Administrator that the State of Emergency has ended.
1.0.4 Enforcement
Failure to comply with Policy and Procedure Directives undermines the safe, secure, and efficient operation of the detention center and will be addressed promptly and appropriately through established disciplinary processes.
1.0.5 Authorization
This policy is hereby adopted and approved as official policy of the Randolph County Detention Center.
