1.1.1 Policy
It is the policy of the Randolph County Detention Center to provide reasonable detention services in a safe, secure, orderly, and humane environment while ensuring the lawful custody of all detainees, protecting the public, and supporting the administration of justice.
1.1.2 Mission Statement
The mission of the Randolph County Detention Center is to provide a safe, secure, and orderly correctional environment that:
Ensures the lawful custody of all detainees;
Protects the public and supports the administration of justice;
Maintains the safety and security of staff, detainees, and the community;
Ensures humane treatment and constitutionally compliant care;
Prevents escape, violence, contraband introduction, and institutional disruption;
Operates in a professional, ethical, and accountable manner;
Supports rehabilitation and lawful access to services as required by law.
1.1.3 Authority
The Randolph County Detention Center operates under the legal authority of the Randolph County Sheriff, as established by applicable state law governing county detention facilities.
All operations, policies, and enforcement actions shall comply with:
State jail standards and regulations;
Federal constitutional requirements;
Applicable court orders and case law;
Policies and directives issued by the Sheriff or Chief Jail Administrator.
All personnel derive their authority from the Sheriff’s Office and shall perform duties within the scope of assigned responsibilities and lawful orders.
1.1.4 Chain of Command
A clear chain of command shall be maintained to ensure accountability, efficiency, and operational control.
Organizational Structure
(a) Sheriff
Ultimate authority over the detention center;
Establishes policy direction and administrative oversight.
(b) Chief Jail Administrator / Major
Responsible for overall facility operations;
Implements directives of the Sheriff;
Oversees all personnel and policy compliance.
(c) Assistant Jail Administrator / Captain
Manages daily operations and facility-wide security;
Ensures policies and procedures are followed;
Coordinates staffing and responds to major incidents.
(d) Lieutenant / Facility Supervisor
Supervises assigned units or functions;
Ensures compliance with policy and procedure;
Directs staff during operations and incidents.
(e) Officer-In-Charge
First-line supervisor;
Provides direct oversight of correctional staff;
Enforces operational policy and responds to incidents.
(f) Correctional Officer
Maintains custody, supervision, and control of detainees;
Ensures safety, security, and order;
Documents activities and reports concerns.
1.1.5 Procedure
The detention center shall provide 24-hour continuous supervision and control, ensuring reasonable and necessary safety, security, and humane conditions for all detainees.
1.1.6 Philosophy of Operations
The Randolph County Detention Center operates under the principle that all administrative and operational decisions directly impact facility safety, security, and detainee treatment.
The facility is committed to:
Delivering professionally managed detention services that support public safety;
Operating within applicable laws, standards, and available resources;
Providing a structured and controlled environment conducive to order and discipline;
Encouraging positive behavior through professional staff interaction;
Serving as role models by reinforcing appropriate conduct and societal values.
Staff are expected to interact with detainees in a professional manner that supports facility objectives and promotes lawful behavior.
1.1.7 Goals and Objectives
The primary goal of the Randolph County Detention Center is to operate a safe, secure, humane, and cost-effective facility.
To achieve this, the facility shall:
Prevent escape through physical, procedural, and managerial safeguards;
Maintain an effective detainee classification system;
Provide clean, safe, and healthy living conditions;
Ensure access to necessary medical, dental, and mental health care;
Provide opportunities for reflection and positive behavioral change;
Protect detainees from physical and psychological harm;
Ensure due process and legal rights are upheld;
Provide reasonable opportunities for religious practice.

At the discretion of the Sheriff or their designee, this policy may be made available to the public upon request.
