1.11.1 Purpose
The purpose of this policy is to establish clear guidelines governing authorized access to the Randolph County Detention Center in order to maintain the safety, security, and integrity of the facility, its personnel, and detainees.
1.11.2 Policy
Access to the Randolph County Detention Center shall be strictly controlled and limited to authorized individuals. Unauthorized entry is prohibited.
1.11.3 Authorized Personnel
The following individuals are permitted access to the facility in accordance with their official duties and responsibilities:
Sworn law enforcement personnel assigned to or conducting official business with the Randolph County Detention Center
Correctional officers and detention staff employed by the facility
Employees of the Randolph County Sheriff’s Office
Authorized employees of the Randolph County Commission performing official county business
Approved contractors, vendors, or service providers who have been properly vetted and authorized
Emergency responders (fire, EMS, etc.) when responding to official incidents
Inspectors, auditors, or regulatory officials with lawful authority
All authorized individuals shall comply with facility security protocols, including sign-in procedures, identification requirements, and escort provisions when applicable.
1.11.4 Restricted Access
Access to the detention center is restricted from the general public. No member of the general public shall be permitted entry into secure or non-public areas of the facility without prior authorization.
Authorization for access by non-routine visitors must be granted by one of the following:
The Sheriff
The Chief Deputy
The Chief Jail Administrator
Such authorization shall be documented and may be subject to limitations, including time, location, and escort requirements.
1.11.5 Contractor and Vendor Access
Contractors, vendors, and service personnel shall:
Be approved prior to entry
Sign in and out of the facility
Wear visible identification while on site
Be escorted at all times unless otherwise authorized
Comply with all safety and security procedures
Failure to comply may result in immediate removal and revocation of access privileges.
1.11.6 Visitor Control and Accountability
All individuals entering the facility who are not assigned personnel shall:
Be logged into a visitor access system
Present valid identification upon request
Be subject to search in accordance with facility policy
Remain in authorized areas only
1.11.7 Violations
Any unauthorized access or violation of this policy may result in disciplinary action, removal from the premises, and/or criminal prosecution where applicable.
