1.16 Policy
It is the policy of the Randolph County Detention Center that all operations shall be conducted by trained, professional, and knowledgeable personnel in a lawful, ethical, and professional manner. The facility shall ensure the safety, security, and welfare of detainees, staff, and the public while maintaining compliance with all applicable laws, regulations, and departmental directives.
All job classifications shall have established job descriptions outlining general duties and responsibilities. These descriptions are not all-inclusive and may be supplemented as necessary based on operational needs.
1.16.1 Purpose and Scope
This policy establishes standards for employment, job classifications, responsibilities, conduct, training, staffing procedures, and administrative expectations for all personnel assigned to the Randolph County Detention Center.
1.16.2 Employment Eligibility and Equal Employment Opportunity
Employment shall be based solely on qualifications, merit, and job performance without regard to race, creed, color, national origin, religion, or political affiliation.
Unless otherwise approved by the Sheriff, applicants must meet the following minimum requirements:
At least 18 years of age
High school diploma or GED equivalent
U.S. citizen
Physically and mentally capable of performing assigned duties
No felony criminal record
Successful completion of a certified Detention Officer Training Course upon hire
Completion of a six (6) month probationary period

1.16.3 Position Classifications and Job Descriptions
Each position shall have a defined job description outlining general duties, responsibilities, and expectations.
A. Administrator (Major)
Job Summary:
Serves as Chief Administrative Officer under the Sheriff and is responsible for overall detention center operations.
Key Responsibilities:
Develop and manage annual budget
Hire, discipline, and terminate employees (reported to Sheriff)
Assign duties, manage schedules, and oversee training
Develop policies and facility improvement plans
Oversee payroll, purchasing, and vendor coordination
Maintain facility security and detainee welfare
Oversee detainee records and legal documentation
Manage commissary, trust, work release, and PMOD funds
Perform additional duties as assigned
B. Assistant Administrator & Captain
Job Summary:
Assists the Administrator in daily operations, supervision, compliance, and facility management.
Key Responsibilities:
Assist with budgeting, hiring, discipline, and training
Approve and process purchases and maintain records
Oversee maintenance and computer systems
Supervise detainee transport and court movement
Maintain payroll, overtime, and disciplinary documentation
Manage commissary, trust, and work release accounts
Reconcile financial records and inventories
Process deposits, withdrawals, and disbursements
Notarize records as required
C. Lieutenant
Job Summary:
Supervises officers and assists with operations, training, investigations, and security oversight.
Key Responsibilities:
Supervise daily operations and staff
Conduct inspections and security audits
Coordinate training and development
Oversee grievances and investigations
Inspect facility systems and equipment
Coordinate transports and security operations
D. Officer-in-Charge (OIC)
Job Summary:
Direct shift supervisor responsible for correctional officers and daily facility operations.
Key Responsibilities:
Assign duties and supervise officers
Maintain logs, headcounts, and shift documentation
Conduct inspections of cells and facility areas
Oversee meals, hygiene, medication, and movement
Manage incident reporting and disciplinary actions
Approve bonds and supervise detainee discipline when necessary
E. Correctional Officer
Job Summary:
Provides direct supervision, custody, and control of detainees.
Key Responsibilities:
Maintain constant supervision of detainees
Conduct searches of detainees, cells, and facility areas
Enforce rules and maintain order
Respond to emergencies and disturbances
Prepare reports and documentation
Escort detainees within and outside facility
Assist with booking, release, and property control
Ensure distribution of meals, medication, and authorized items
Control keys and security equipment
Confiscate contraband and document violations
1.16.4 Authority, Chain of Command, and Accountability
All employees operate under a defined chain of command
Employees are accountable for their actions and decisions
Lawful orders and established policies shall be followed
Use of force shall comply with departmental policy and applicable law
1.16.5 Conduct and Professional Standards
Employees shall:
Maintain professionalism at all times
Avoid conduct that compromises facility security or integrity
Protect confidential information appropriately
Avoid conflicts of interest and inappropriate relationships
Treat all detainees, staff, and the public respectfully and professionally
1.16.6 Physical and Mental Requirements
Employees must:
Be physically capable of performing assigned duties, including restraint and emergency response
Maintain mental alertness and sound judgment under stress
Demonstrate emotional stability suitable for correctional work
The Administrator shall ensure employees are fit for duty.
1.16.7 Training Requirements
All employees shall receive and maintain training including, at minimum:
Security procedures and detainee supervision
Report writing and documentation
Legal issues and detainee rights
Contraband control and booking procedures
Emergency response and fire procedures
First aid and medical protocols
Grievance and disciplinary procedures
Facility rules and regulations
The Chief Jail Administrator is responsible for all training coordination and scheduling.
1.16.8 Probationary Period
All newly hired employees shall serve a six (6) month probationary period during which performance, conduct, and policy compliance shall be evaluated.
1.16.9 Compensation
Employees shall be compensated in accordance with the salary scale approved by the Randolph County Commission. Adjustments may be made upon completion of the probationary period.
1.16.10 Personnel Records
Personnel records shall be securely maintained
Access is restricted to authorized personnel only
Employees may review their files and request corrections
Records shall be maintained in accordance with applicable law and policy
1.16.11 Staffing, Transfers, Promotions, and Vacancies
A. Filling Vacant Supervisor Positions
Filled primarily through internal transfer when feasible
Vacancies shall be posted for eligible employees
Applicants may be required to complete testing and evaluation
Selection is based on performance, qualifications, and operational needs
The Chief Jail Administrator may appoint or transfer personnel directly when necessary
Sheriff approval may be required for certain appointments
B. Filling Correctional Officer Positions
Filled through appointment by the Chief Jail Administrator
Consideration includes:
Seniority
Job performance and disciplinary history
Operational needs
Overall facility effectiveness
The Chief Jail Administrator is responsible for recruitment and hiring
C. Shift Assignments and Transfers
The Chief Jail Administrator is authorized to reassign personnel between shifts as operational needs require
Shift assignments shall follow established procedures and policy guidelines
Operational safety and security take precedence over individual preference
1.16.12 General Provisions
All employees may be required to perform additional duties as assigned by supervisory personnel to ensure the safe, secure, and efficient operation of the facility.
