POLICY: 1.4 - TRAINING REQUIREMENTS

1.4.1 Purpose
The purpose of this policy is to establish mandatory training standards for all personnel of the Randolph County Detention Center to ensure employees are properly trained, qualified, and capable of performing assigned duties in a safe, lawful, and effective manner.
1.4.2 Policy Statement
All employees shall successfully complete required initial, specialized, and in-service training as a condition of employment and continued assignment within the detention facility or law enforcement operations.
1.4.3 Initial Training Requirements
All new employees shall complete, at a minimum:
Orientation training covering agency policies and procedures;
Detention Center operations and security fundamentals;
Constitutional and legal duties of detention personnel;
Use of force and defensive tactics training;
Emergency response procedures;
Suicide prevention and mental health awareness;
Prisoner transport and restraint procedures;
No employee shall be assigned independent duty status until required initial training is completed and documented.
1.4.4 Field Training / On-the-Job Training (OJT)
All new detention personnel shall complete a structured Field Training Program under the supervision of a designated Field Training Officer (FTO) or senior staff member. Performance shall be evaluated and documented throughout the training period.
1.4.5 Annual In-Service Training
All sworn and detention personnel shall complete annual in-service training that may include, but is not limited to:
Use of Force, Duty To Intervene, & De-Escalation updates and review;
Policy and legal updates;
Defensive tactics refresher;
Emergency procedures;
Cultural awareness and professionalism;
Report writing and documentation standards;
1.4.6 Specialized Training Requirements
Employees assigned to specialized duties shall complete additional training as required, including:
Transportation operations;
Control room operations;
Firearms certification (if applicable);
Crisis intervention;
Medical emergency response assistance;
1.4.7 Training Records
All training shall be documented and maintained in the employee’s official training file. Training records shall include:
Course title and description;
Date of completion;
Instructor information;
Employee acknowledgment and signature;
1.4.8 Compliance and Enforcement
Failure to complete required training may result in suspension of duty assignment, disciplinary action, or termination. Supervisors are responsible for ensuring compliance with all training requirements.
