2.2.1 Purpose
The purpose of this policy is to establish standardized procedures for the medical and mental health screening of all detainees admitted to the Randolph County Detention Center. This policy is intended to identify immediate medical needs, prevent the spread of communicable diseases, reduce liability, and ensure the safety and well-being of detainees and staff.
2.2.2 Policy Statement
All detainees shall receive a medical and mental health screening upon admission prior to placement in the general population. Screening shall be conducted in a timely, professional, and confidential manner to identify any urgent or ongoing medical or mental health concerns.
2.2.3 Initial Medical Screening Requirement
A medical screening shall be conducted immediately upon intake by trained personnel. The screening shall include, at a minimum:
Observation of physical condition and behavior;
Inquiry into current medical conditions and medications;
Assessment for signs of intoxication or withdrawal;
Screening for communicable diseases;
Identification of injuries or need for immediate medical care;
Mental health evaluation, including suicide risk indicators;
Any detainee requiring immediate medical attention shall be referred to appropriate medical personnel or emergency services without delay.
2.2.4 Suicide Risk Assessment
All detainees shall be evaluated for suicide risk during intake. Indicators may include:
Statements of self-harm or suicidal ideation;
Prior suicide attempts;
Signs of depression, anxiety, or distress;
Intoxication or withdrawal symptoms;
Significant life events (recent arrest, loss, etc.);
Detainees identified as at-risk shall be placed on appropriate suicide precautions and monitored in accordance with established procedures.
2.2.5 Medical Referrals
If medical or mental health concerns are identified during screening:
The detainee shall be referred to qualified medical personnel;
Documentation shall be completed detailing the concern and action taken;
Follow-up care shall be scheduled as necessary;
Emergency conditions shall result in immediate transport to an appropriate medical facility.
2.2.6 Medication Management
During intake:
All medications in possession of the detainee shall be documented and secured;
Medication shall not be administered without proper medical authorization;
Verification of prescriptions shall be conducted when necessary;
2.2.7 Confidentiality
Medical information shall be treated as confidential and only shared with authorized personnel on a need-to-know basis in accordance with applicable law and policy.
2.2.8 Documentation
All medical screenings shall be fully documented, including:
Screening form completion;
Observations and detainee statements;
Identified risks or medical issues;
Actions taken or referrals made;
All records shall be maintained in accordance with the agency’s Records Retention Policy.
2.2.9 Staff Training
Personnel assigned to intake duties shall receive training in:
Recognizing medical emergencies;
Identifying signs of withdrawal or intoxication;
Suicide prevention and mental health awareness;
Proper documentation and reporting procedures;
2.2.10 Compliance and Accountability
Failure to properly conduct or document medical screenings may result in disciplinary action and administrative review. Supervisors are responsible for ensuring compliance with this policy.
