2.4.1 Purpose
The purpose of this policy is to establish standardized procedures for the fingerprinting and identification processing of all detainees admitted to the Randolph County Detention Center. This ensures accurate identification, proper recordkeeping, and compliance with state and federal requirements.
2.4.2 Policy Statement
All detainees admitted to the Randolph County Detention Center shall be positively identified through fingerprinting, photography, and verification of personal information. Identification processing shall be conducted in a timely, accurate, and secure manner to ensure proper custody, tracking, and legal accountability.
2.4.3 Identification Requirements
Each detainee shall undergo identification processing during intake, which shall include:
Full legal name and any known aliases;
Date of birth and demographic information;
Assignment of a unique booking or identification number;
Photograph (Digital Detective);
Fingerprinting (Live Scan);
All identifying information shall be verified using available documentation and law enforcement databases whenever possible.
2.4.4 Fingerprinting Procedures
All detainees shall be fingerprinted during the booking process;
Electronic fingerprint systems shall be used when available;
Fingerprints shall be submitted to appropriate state and national databases as required by law;
Staff shall ensure prints are clear, complete, and properly recorded;
Any errors or system issues shall be documented and corrected promptly;
Refusal to submit to fingerprinting shall be handled in accordance with applicable law and may result in appropriate enforcement action.
2.4.5 Booking Photographs
A standardized booking photograph shall be taken of each detainee;
Photographs shall be clear, properly lit, and suitable for identification;
Front-facing and profile images shall be taken when required;
Distinguishing features (tattoos, scars, marks) may be documented;
2.4.6 Data Entry and Records Management
All identification data shall be accurately entered into the jail management system;
Information shall be reviewed for accuracy and completeness;
Duplicate or conflicting records shall be flagged and resolved;
Records shall be maintained in accordance with the agency Records Retention Policy;
2.4.7 Identity Verification and Discrepancies
If discrepancies in identity are identified:
Staff shall notify a supervisor immediately;
Additional verification methods shall be utilized;
Any suspected identity fraud shall be documented and referred for investigation;
2.4.8 Security and Confidentiality
All identification records, including fingerprints and photographs, shall be treated as sensitive information and protected from unauthorized access. Access shall be limited to authorized personnel only.
2.4.9 Compliance and Accountability
Failure to properly complete fingerprinting and identification procedures may result in disciplinary action. Supervisors shall ensure all identification processing is completed accurately and in compliance with this policy.
