SUBJECT: SECURITY OPERATIONS
POLICY: 3.1 - CENTRAL CONTROL OPERATIONS

3.1.1 Purpose
The purpose of this policy is to establish standardized procedures for the operation of the Central Control Room at the Randolph County Detention Center. Central Control serves as the primary security coordination hub for monitoring, communication, access control, and emergency response coordination within the facility.
3.1.2 Policy Statement
Central Control operations shall be conducted in a continuous, secure, and highly accountable manner. Staff assigned to Central Control are responsible for maintaining facility security through monitoring systems, controlling movement, documenting activity, and coordinating communications with all facility areas.
3.1.3 Staffing and Access
Central Control shall be staffed by trained and authorized personnel only;
Unauthorized personnel shall not enter the control room without supervisory approval;
All access to Central Control shall be logged, including time in and time out;
3.1.4 Primary Responsibilities
Central Control Officers shall be responsible for:
Monitoring all surveillance cameras and alarm systems;
Controlling electronic and mechanical door systems;
Maintaining accurate facility movement logs;
Coordinating detainee and staff movement within secure areas;
Dispatching staff in response to incidents or requests;
3.1.5 Communication Duties
Central Control shall serve as the primary communication hub for the facility and shall:
Maintain continuous radio communication with all assigned personnel;
Document all significant communications and incidents;
Relay emergency information to supervisory staff immediately;
Ensure clear, professional, and accurate communication at all times;
3.1.6 Security Monitoring
Continuous observation of all camera systems shall be maintained;
Suspicious activity shall be reported immediately to a supervisor;
Alarm activations shall be acknowledged and investigated without delay;
Any loss of camera coverage or system failure shall be reported immediately;
3.1.7 Door and Access Control
All secure doors shall remain locked unless authorized for access;
Doors shall only be opened after positive verification of requesting personnel;
Unauthorized or forced entry attempts shall be treated as a security incident;
All door operations shall be logged in the control system;
3.1.8 Incident Response Coordination
Central Control shall:
Initiate emergency notifications during critical incidents;
Maintain incident timelines and documentation logs;
Coordinate with responding staff and supervisors;
Assist in lockdown procedures when directed;
3.1.9 Documentation Requirements
Central Control Officers shall maintain accurate logs including:
Movement logs for detainees and staff;
Door access activity logs;
Incident and alarm logs;
Radio communication summaries;
All entries shall be factual, timely, and free of opinion or speculation.
3.1.10 Prohibited Conduct
Central Control personnel shall not:
Leave the control room unattended without authorization;
Allow unauthorized access to secure systems or areas;
Tamper with, disable, or improperly manipulate security systems;
Fail to document required activity or incidents;
3.1.11 Compliance and Accountability
Failure to properly perform Central Control duties may result in disciplinary action, up to and including termination. Supervisors shall conduct periodic audits of Central Control logs and operations to ensure compliance with this policy.
