3.4.1 Purpose
To establish strict procedures for maintaining the security and integrity of the Randolph County Detention Center perimeter, preventing escapes, unauthorized entry, and the introduction of contraband.
3.4.2 Policy Statement
The Randolph County Detention Center shall maintain a secure and continuously monitored perimeter at all times. All personnel are responsible for enforcing perimeter security without exception.
3.4.3 Scope
This policy applies to all sworn personnel, civilian staff, contractors, and authorized visitors within or around the facility grounds.
3.4.4 Responsibilities
3.4.4.1 Jail Administration
Ensure all perimeter security systems are operational and routinely inspected.
Provide adequate staffing and resources to maintain perimeter security.
3.4.4.2 Supervisors
Conduct and document routine perimeter inspections.
Ensure staff compliance with perimeter control procedures.
Immediately address and report any deficiencies or breaches.
3.4.4.3 Correctional Officers
Maintain constant vigilance of assigned perimeter areas.
Immediately report suspicious activity, damage, or security concerns.
Enforce all access control procedures.
3.4.5 Perimeter Security Measures
3.4.5.1 Physical Security
The perimeter shall be secured by fencing, walls, or other approved barriers designed to prevent escape and unauthorized access.
All gates and doors shall remain secured when not in active use.
Security enhancements (e.g., razor wire, locks) shall be maintained in proper working order.
3.4.5.2 Electronic Surveillance
Cameras shall monitor all perimeter zones, entrances, and exits.
Systems shall be checked at the beginning of each shift.
Malfunctions shall be reported immediately and documented.
3.4.5.3 Lighting
Adequate lighting shall be maintained to ensure visibility of the entire perimeter during hours of darkness.
Lighting deficiencies shall be reported and corrected without delay.
3.4.6 Access Control
3.4.6.1 Authorized Entry
All persons entering or exiting shall be properly identified and authorized.
Staff shall use assigned credentials; sharing credentials is prohibited.
3.4.6.2 Vehicle Control
All vehicles entering the secure perimeter are subject to inspection.
Sally ports shall be used in accordance with established procedures.
Only authorized vehicles shall be permitted access.
3.4.6.3 Visitor Control
Visitors shall be screened and processed in accordance with facility policy.
Unauthorized individuals shall not be permitted inside the secure perimeter.
3.4.7 Perimeter Inspections
Inspections shall be conducted at least twice per shift and documented.
Checks shall include fencing, gates, locks, lighting, and surveillance systems.
Any damage, tampering, or vulnerabilities shall be reported immediately.
3.4.8 Contraband Prevention
Staff shall remain alert for attempts to introduce contraband across the perimeter.
Suspicious activity or items shall be reported and investigated immediately.
Routine searches of perimeter areas shall be conducted.
3.4.9 Emergency Procedures
3.4.9.1 Perimeter Breach
Notify the immediate supervisor and dispatch immediately.
Initiate facility lockdown procedures.
Secure all detainees and conduct an immediate count.
Follow directives to contain and resolve the breach.
3.4.9.2 Suspicious Activity
Report immediately to a supervisor.
Increase monitoring and restrict movement as directed.
3.4.10 Documentation
All inspections, incidents, and maintenance issues shall be documented.
Incident reports shall be completed for any breach or security concern.
3.4.11 Compliance
Failure to comply with this policy may result in disciplinary action up to and including termination.
3.4.12 Review
This policy shall be reviewed annually and updated as necessary.
