POLICY: 4.8 - DETAINEE PROPERTY & HOUSING UNIT POLICY MANAGEMENT

4.8.1 Policy
It is the policy of the Randolph County Detention Center to strictly regulate, limit, inventory, and securely store all detainee personal property within housing units and facility operations. These controls are established to maintain safety, sanitation, security, accountability, and the orderly operation of the facility.
All detainee property shall be limited to authorized items only. Excess, unauthorized, or improperly stored property shall be considered contraband and may be discarded or otherwise disposed of in accordance with facility procedures.
4.8.2 AUTHORIZED PERSONAL PROPERTY IN HOUSING UNITS
Detainees may possess only the following approved items within housing units:
4.8.2.1 Clothing (White Only Unless Otherwise Issued)
(3) T-shirts (plain white, no pockets or sleeveless)
(3) pairs of socks (white)
(3) pairs of underwear (white; briefs or panties only; no lace or thong styles)
(3) bras (white; no underwire)
4.8.2.2 Detention Center Issued Clothing
(2) detention uniforms
(1) pair of shower shoes
Additional classification-issued clothing as authorized by facility staff
4.8.2.3 Bedding
(1) mattress
(1) blanket
Up to (2) sheets (1 fitted, 1 flat)
4.8.2.4 Hygiene & Toilet Articles
(1) toothbrush
(1) tube of toothpaste
(1) cup
(1) spoon
(1) wash cloth
(1) towel
(1) bar of soap (issued; additional soap may be authorized as needed)
(1) bottle of shampoo (if issued by facility policy)
Toilet tissue as issued by the facility
Feminine hygiene products shall be provided as needed
4.8.2.5 Reading & Legal Materials
(1) softcover Bible or approved religious text
Up to (3) paperback books
Legal materials approved by the Chief Jail Administrator
Up to (5) pieces of legal mail correspondence (or as otherwise authorized)
4.8.2.6 Commissary & Miscellaneous Approved Items
Approved commissary items as authorized
Empty containers (cups, bottles, packaging) must be discarded after use and may not be reused or repurposed
Approved educational or program materials
4.8.3 INITIAL PROPERTY AND CLOTHING ISSUANCE
Within the first three (3) business days of intake, detainees may receive additional clothing as authorized:
(3) white T-shirts
(3) pairs of white socks
(3) pairs of white underwear
(3) white bras (if applicable)
All issued clothing shall remain subject to overall property limits.
4.8.4 PROPERTY LIMITS & COMPLIANCE
Detainees are responsible for maintaining compliance with all property limits. Excess property must be stored in approved facility storage or sent out per facility procedure.
Unauthorized or excess property shall be considered contraband and may be:
Discarded
Seized
Destroyed
Or otherwise disposed of by staff
4.8.5 HOUSING UNIT RESTRICTIONS
No detainee may access, handle, or interfere with another detainee’s property at any time.
All property must be stored in assigned storage containers.
Housing areas shall remain free of clutter and excess items.
Facility staff may further restrict property when necessary for safety, sanitation, or security.
4.8.6 PROPERTY INVENTORY AND STORAGE
All detainee property shall be inventoried, documented, and secured upon intake.
4.8.6.1 Property Classification
General Property: Clothing, books, commissary items, and approved personal effects
Valuables: Wallets, cash, credit/debit cards, jewelry, cell phones, keys, knives, and other high-value or restricted items
Valuables shall be stored separately from general property.
4.8.7 PROPERTY PROCESSING PROCEDURES
All property shall be inventoried during booking
Wet, soiled, or malodorous clothing shall be laundered prior to storage
Bags and containers shall be searched thoroughly for valuables
Excess property may require additional storage containers
Property must be properly documented and secured
Once secured, detainee property shall not be accessed except as authorized by facility policy or supervisory approval
4.8.8 PROPERTY UPON RELEASE OR TRANSFER
All unsealed personal property shall be returned at release
Property must be claimed within 30 days of release or transfer
Unclaimed property shall be considered abandoned and may be destroyed per facility procedure
No property shall be held beyond the designated retention period
4.8.9 ISSUANCE OF CLOTHING & WORK ASSIGNMENTS
All detainees shall be issued standardized facility clothing upon intake
Clothing shall be laundered regularly
Work assignment clothing shall be issued based on classification
Work Release / Special Assignments
Work release attire: blue pants and blue shirt
Food service detainees shall wear sanitary gloves and hair restraints
Trustee or work detainees may be issued additional approved clothing as required
4.8.10 HANDLING OF PROPERTY
Property shall be securely stored and maintained under facility control
Only authorized personnel may access detainee property when necessary
Additional approved items may be added to stored property in accordance with facility procedures
Any deviation from established procedures must be documented and approved by supervisory staff
4.8.11 EXCEPTIONS
Trustee classification may allow limited modifications to property handling under administrative supervision
Any exception must be documented and approved by administration
4.8.12 DISCIPLINARY ACTION
Violation of this policy, including possession of unauthorized property, destruction of issued items, or interference with another detainee’s property, may result in:
Disciplinary action
Loss of privileges
Criminal charges where applicable
Financial restitution for damages
