Policy:
It is the policy of the Randolph County Detention Center that all detainees shall be provided access to basic personal hygiene and grooming services necessary to maintain sanitary, orderly, and humane living conditions within the facility. This includes regular access to showers, hygiene supplies, hair care services, and shaving equipment. All hygiene practices shall be conducted in a manner that promotes safety, security, and the orderly operation of the detention center.
Detainees shall be required to maintain acceptable standards of personal cleanliness, grooming, and hygiene to prevent unsanitary conditions, health risks, and vermin infestation within the facility.
Procedure:
6.6.1 General Hygiene Standards
All detainees will be provided basic hygiene supplies upon intake, including but not limited to soap, shampoo, toothpaste, and other approved hygiene items.
Detainees shall be required to maintain clean and sanitary personal conditions at all times.
Detainees will be subject to daily observation and inspection to ensure compliance with hygiene standards.
Detainees will be required to shower daily, or as otherwise directed by staff based on security, sanitation, or operational needs.
6.6.2 Hair Care and Grooming Standards
Hair of any length will be permitted provided it does not create a health hazard, security risk, or unsanitary condition.
Hair must remain clean, neat, free of odors, and free of lice, vermin, or other unsanitary conditions.
Detainees failing to maintain acceptable grooming standards may be required to receive a haircut or corrective grooming.
Facial hair shall be limited to no more than one-half (½) inch in length and must be maintained in a clean and sanitary condition.
Any facial hair that becomes unclean, infested, or otherwise presents a health or safety concern shall be removed.
6.6.3 Haircut Services
Detainees shall be provided access to haircut services at least one (1) time per week on Saturday and Sunday only when a 4th correctional officer is on-duty. The 4th correctional officer is responsibile for supervising haircut operations.
Each shift will be issued a haircutting kit consisting of clippers, guards (No. 1 and No. 2), beard trimmer, clipper oil, and sanitation supplies
The shift supervisor is responsible for the control, maintenance, and accountability of all haircutting equipment. Loss or misuse may result in financial responsibility for replacement.
Supervisors or designees shall:
Conduct haircuts following headcount and cell inspection.
Print a headcount report prior to haircut operations.
Require detainees receiving haircuts to initial the report acknowledging service.
Detainees will be released one (1) at a time or in pairs only as operationally safe.
No more than two (2) detainees shall be out of their cells at any time during haircut procedures.
Haircuts shall be standardized as follows:
Male detainees: uniform clipper cut only; no styling, fading, edging, or designs permitted.
Female detainees: uniform haircut only; no styling permitted.
All haircutting equipment shall be sanitized after each use.
Staff shall maintain direct supervision of all detainees during haircut procedures.
Detainees not participating shall remain secured in their cells or assigned areas until all equipment is accounted for and secured.
6.6.4 Shaving and Facial Hair Removal
Detainees shall be provided razors or approved trimmers daily as needed for personal grooming.
Supervisors or designees shall begin razor distribution following evening headcount and cell inspection.
Prior to issuance, a headcount report shall be printed and utilized for accountability.
If a detainee elects to shave:
All detainees in the housing unit shall be secured in their assigned cells.
No detainee shall be released until the entire shaving process is completed and all razors are accounted for.
Each detainee may be issued no more than two (1) razor at a time.
Each razor shall be inspected prior to issuance to ensure integrity and completeness.
Detainees must initial the headcount report upon receipt of razors.
Upon completion, officers shall collect and inspect all razors.
Returned razors shall be placed in an approved evidence or disposal bag.
Officer initials are required next to each detainee’s name confirming return and inspection.
Any missing, altered, or tampered razor shall result in:
Immediate lockdown of the housing unit until recovery is complete
Completion of an Incident Report and Rule Violation Report
Retention of all altered items as evidence for possible disciplinary or criminal action
6.6.5 Trimmer Use
Approved trimmers may be used in lieu of razors when operationally necessary.
Detainees shall be allowed to shave one cell at a time under direct supervision in the housing dayroom.
Battery-operated trimmers may be used in-cell if available and approved.
All trimmers shall be inspected and sanitized after each use by staff.
6.6.6 Trustee Grooming Standards
Detainees assigned trustee status shall maintain a clean-shaven appearance at all times.
Mustaches may be permitted but shall be neatly trimmed and maintained.
“Handlebar” or excessive facial hair styles are strictly prohibited.
Trustees shall comply with all grooming and hygiene standards applicable to general population detainees.
6.6.7 Housing Unit Requirements
Detainees housed in open dormitory settings shall remain under direct supervision during all hygiene, shaving, or haircutting activities.
Detainees not actively participating shall remain at assigned bunks or secured areas until all equipment is secured and accounted for.
