Section 7 - Telephone Calls
7.1 – Detainees may use the detainee telephone located in the day room during designated daytime hours.
7.2 – Telephone access to legal counsel is a protected right and shall not be restricted as a form of disciplinary action. Legal calls shall be conducted through the approved detainee telephone system.
7.3 – Personal telephone use is a privilege, not a right. Calls are limited to fifteen (15) minutes in duration. Correctional staff may limit, suspend, or terminate telephone access or ongoing calls when operational needs, security concerns, or misconduct warrant such action.
7.4 – Detainees in isolation status may be permitted telephone access between 6:00 A.M. and 10:00 P.M., subject to officer availability and facility operations. Disciplinary detainees are limited to attorney calls only. Administrative segregation detainees may access standard telephone privileges when time, staffing, and security conditions allow.
7.5 – Reasonable accommodations shall be provided for verified hearing-impaired detainees, including access to approved video-phone services.
