Section 2 - Personal Hygiene & Facility Conduct
2.1 – Hygiene Supplies
Hygiene supplies meeting minimum standards for personal cleanliness will be issued at intake. Indigent detainees will receive additional hygiene items as necessary. Non-indigent detainees are responsible for purchasing additional hygiene supplies through the commissary. (Revised Pending Approval – Cheaney Recommended)
2.2 – Facial Hair
Facial hair is permitted provided it does not interfere with facility operations or create a health or safety concern. Facial hair must comply with the following standards:
Shall not exceed ½ inch in length
Must be clean, neat, odor-free, and free of vermin
Failure to maintain these standards may result in the detainee being required to shave.
2.3 – Haircuts
Detainees requesting haircuts will receive a standard haircut only; no styling or edging is permitted. Hair must be maintained in a clean, neat, odor-free, and vermin-free condition. Failure to comply may result in a mandatory haircut for hygiene purposes.
2.4 – Bathing
Detainees are required to bathe a minimum of three (3) times per week to maintain proper hygiene and prevent body odor. Refusal to bathe may result in a supervised or forced bath and may lead to disciplinary action. Proper clothing must be worn when traveling to and from the shower area.
2.5 – Cell Inspections
Random cell inspections will be conducted between 8:00 A.M. and 6:00 P.M. Cells must be maintained in a clean and orderly condition at all times.
Clothing and linens must be stored in designated property bins, on hooks, or neatly folded under mattresses
Mattresses must remain on assigned bunks

2.6 – Tobacco
The use or possession of tobacco or smokeless tobacco products are strictly prohibited within the Randolph County Detention Facility. The e-cigarette is approved within the female and female dormintories only. E-Cigarettes are not allowed in HOLDING or MEDICAL.
2.7 – Facility Property
Facility-issued property shall be used only for its intended purpose. Blankets may be used outside of cells for personal covering under the following conditions:
The blanket must be removed when approaching or addressing staff
Blankets shall not be placed over the head

2.8 – Obstruction and Noise
Detainees shall not block doors, stairways, hallways, or windows. Striking or pounding on bars, doors, walls, or windows is prohibited except in the case of a legitimate emergency.
2.9 – Dayroom Rules
Dayroom hours are from 5:30 A.M. to 10:00 P.M., unless otherwise modified by staff.
Detainees shall not enter another detainee’s cell without staff permission
Cell doors must remain closed during dayroom hours unless restricted by staff or due to an emergency

2.10 – Shakedowns
Shakedowns are conducted to detect and control contraband and may occur at any time. Searches may include housing areas, personal property, and detainees. There is no expectation of privacy within the facility. Detainee presence is not required during searches.
2.11 – Food
Food items are not permitted in cells except for commissary items or when authorized by medical staff or the Chief Jail Administrator.
2.12 – Trash
Trash shall not be placed on the floor or flushed in toilets. All waste must be disposed of in designated trash containers. Trash containers are not permitted inside cells.
2.13 – Wall Articles
No items shall be affixed to or placed on facility walls without prior written approval from the Chief Jail Administrator.
2.14 – Intercom / Call Buttons
Intercoms and call buttons are designated for emergency use only. Routine questions or requests must be directed to on-duty staff.
Misuse constitutes a Level II offense
If misuse cannot be attributed to a specific detainee, disciplinary action may be applied to the entire housing unit
Horseplay is strictly prohibited
2.15 – Kiosks
Kiosks are provided for detainee communication and services, including inquiries, medical requests, grievances, legal research, and commissary orders.
Use is limited to the assigned detainee ID and PIN
Unauthorized use, including accessing another detainee’s account or engaging in horseplay, is prohibited and may result in disciplinary action
