POLICY: PROPERTY ALLOWED IN LIVING AREA

Section 4 - Property Allowed In Living Area
4.1 – Toilet Articles
Each detainee may keep the following personal hygiene items in their cell:
1 toothbrush
1 tube of toothpaste
1 cup
1 spoon
1 washcloth
1 towel
2 bars of soap
An appropriate supply of feminine hygiene products is permitted as needed.
4.2 – Clothing
All clothing must be clean, properly maintained, and neatly stored within the cell. Each detainee is permitted:
2 detention uniforms
1 pair of shower shoes
3 pairs of white underwear
3 pairs of white socks
3 plain white T-shirts (no pockets)
3 white bras (no underwire)
All personal clothing is subject to approval by facility staff.
4.3 – Bedding
Each detainee is issued the following bedding items:
1 mattress
1 blanket
Up to 2 sheets (1 fitted, 1 flat)
4.4 – Books
Detainees are responsible for maintaining their property limits and should routinely send excess items to their property storage to prevent violations. Unauthorized excess property will be treated as contraband and disposed of by staff.
Permitted reading materials include:
1 softcover Bible or other approved religious text
Up to 3 paperback books
4.5 – Other Property
All approved personal property must be stored in the detainee’s property box. Detainees are responsible for ensuring compliance with property limits. Excess items will be considered contraband and may be discarded.
Permitted items include:
Legal materials approved by the Chief Jail Administrator
Authorized commissary items (containers must be discarded when empty and may not be reused or repurposed)
Approved educational or program materials
4.6 – Disposition of Unauthorized Property
Any personal property not authorized under this policy must be discarded or properly removed from the facility.
4.7 – Facility Property
All facility-issued property must be maintained in good condition and returned upon release or transfer.
Normal wear and tear is expected; however, misuse, neglect, or intentional damage may result in disciplinary action, criminal charges, and financial restitution.
4.8 – Handling of Other Detainees’ Property
Detainees are strictly prohibited from handling, accessing, or interfering with another detainee’s property or property container for any reason.
4.9 – Property Pickup After Release or Transfer
All personal property must be claimed within 30 days of release or transfer. Property not claimed within this timeframe will be considered abandoned and may be destroyed in accordance with facility procedures.
4.10 – Initial Property Allowance
Within the first three (3) business days of intake, each detainee may receive the following additional clothing items:
3 pairs of white underwear
3 plain white T-shirts
3 pairs of white socks
3 white bras (no underwire)
